March, 2021It depends where. There are not so few universities that require physics even for openly "proger" directions. Therefore, take a look at the pre-required exams for those faculties where you want to study.

March, 2021If programming means the direction of "software engineering", then no, it needs computer science. If the direction is "Informatics and Computer Science", then it depends on the university, maybe physics and Informatics.
