I don’t know the answer to this question, but I’m sure that yes, they could, as is the case with other planets.

There is nothing to add to the first answer, but if Venus and its inhabitants are of interest to you, and you have not read Kurt Vonnegut, I recommend reading his "Sirens of the Titan". As a fantasy chtoli. In one of the parts of the book, the main character enters the caves of Venus and finds there creatures called Harmonia.
