Well, I would also add, in addition to insufficient development of science and technology, there may be insufficient development of society. I just don’t know how it will behave if, hypothetically, we will give it a free teleport, capable of moving a person in an infinitely short time, for example, to another star system. Is this how it will behave? What if people decide to take their own planets or systems? Then, with the current development, after some time, wars will surely begin. I think any adequate person will not want to live in a galaxy or a universe (in the long term) where conflicts are raging. But there are those who do not care about adequate, so ...

Well, it's worth starting with the fact that space stations to other galaxies are fucking so far (at the current level of development of science) are not needed. What's the use of them? When modern CS will crawl to the neighboring galaxy, those who sent it for a century (or maybe more) will decorate the earth ball with a grave with a monument ...

Thus, the main problems:

1 ) An engine is required that is simultaneously high-speed (at least half-light speed), economical and powerful (capable of pushing a spacecraft with a large mass).

2) The expediency of such flights.

Well, or a sudden detection near The solar system (as well as around other systems) of anomalies, allowing for a short time to overcome huge cosmic distances. What a fantasy!)

Well, here you still need an economical / high-speed / powerful engine ...
