And yes, all carts for locomotives and wagons should be changed. If different tracks dock (usually at the border), there are the following options: changing carts (primitive method), simply transferring and reloading (even more primitive method), sliding carts (and this is progress, yes). And the fact that in some places not the metric system is used (even in a country like the United States) - it's just a habit, but from habit oh how difficult it is refuse!
