"Modernization" is not the right word here. It's like cleaning up a landfill. It seems to be true, but does not show the whole essence of what is required at all. You can take any problem that exists in Putin's Russia and start looking for a solution. One will pull the other, and very quickly we will have a whole bunch of problems in our hands that require immediate solution.

A man who does not believe in democracy, as he twisted it, is now sitting in power. He calls any opposition a bunch of marginalized people without a positive agenda, who are trying to use internal problems for their own PR. At rallies, he sees the Maidan, and on TV - only what he himself approved (or would approve). He does not use the Internet and considers it a kind of place where there is absolutely no responsibility, and therefore there is absolutely no trust. But these are the only ways of feedback: the opposition, rallies and the media.

So poor Vova is sitting in his fictitious little world, where MPs' salaries for several years have grown by more than 120%, which means everything is fine. And for those who disagree, there is the Inquisition, commonly referred to as "Center E" and "Roskomnadzor".
