Because these are addresses from the smallest range allocated for local networks, and not for the Internet. On the Internet, the addresses of different devices should not coincide (except for the so-called anycast routing), but on local networks they may coincide.
Other larger ranges (10.х.х.х and 172.16-31.х.х) are often used by providers and other organizations when building their networks. The smallest range is used for the smallest home or small office network, so the address from this range is set by default for equipment designed for such networks.

Because this is one of the addresses allocated for the so-called Private Networks. See RFC1918 (ietf.org) for details and other addresses for such networks. So this is not a "default" address, it is just the most commonly used address to make sure it does not overlap with any of the real IP addresses. Properly configured routing equipment should not "release" addresses from these networks into the "wild" of the Internet.
