2.4 A in this case is the maximum current that the source can provide in a stable mode. The actual current reading is determined by the electrical resistance of your tongue and is likely to be much less at this low voltage.

Able to kill 0.1 A in the heart. And between your tongue and your heart, there is still a decent amount of your flesh, which has electrical resistance, negating the 2.4A that is in the power supply. So keep experimenting.
