Reinforced concrete - no! You are too optimistic. Within one generation, such a global transformation of the social system is impossible. Theoretically, the withering away of politicians / officials is possible, in my opinion, in two cases:

a) A qualitative leap in the development of people, in which everyone will comprehend themselves as a full-fledged person and fully realize their own responsibility for their actions and for the formation of his environment. This will largely eliminate the need for external management, and, consequently, power as such, although some forms of administration will still have to be preserved. Such intellectual and moral development is not expected either in the short or medium term.

b) Transfer of management of the society to the cyber mind. This scenario, given the fact that humanity focuses on the development of technology, and not itself, is much more likely and more imaginable in the foreseeable future. But I suspect that in this case, the classic bureaucracy will be replaced by a technocratic bureaucracy that serves this very cyber-mind and has the ability to influence its decisions in its own interests. I will also assume a less attractive branch of this development option, in which the artificial intelligence itself will take over.

Politicians and officials will never die out. For this reason, both politicians and officials are needed for the existence of the state. With the same success, one can expect that the position of the captain, in the army of the commander, etc. will die out on the ship. Another question is that these people should not poison our lives, but what the people are, so are the officials. They come from the same people.
